2019 Mass. Legislation Report

Here is a brief summary on what is taking place on the Legislation in Massachusetts

1.      Breakfast after the Bell-Mass Senate Bill 267 and House Bill 591

a.      A hearing was held on June 3, 2019 at the State House. SNA representative Rob Shaheen spoke on behalf of our association in support of this bill. Bill would require school districts that are 60% free and reduced to offer breakfast after the bell.  Bill is now pending at State House

 

2.      School Meal Debt Legislation-Senate Bill 256 and House Bill 585

a.      A hearing was held on August 26, 2019 at the State House. SNA representative Rob Shaheen spoke on behalf of our association in support of this bill. Bill would require that meal debt conversations remain between school administration and parent or legal guardian. This bill also includes the elimination of the reduced price meal category for students.

b.      This bill would also authorize school districts to provide free meal status to certain children who are living with grandparents or other care givers. This bill requires additional state funding to the DESE for additional reimbursements to school districts. Bill pending in State House.

 

3.        State House bill, 1846- An Act creating a commission to study the need to reduce salt and sugar content in meals served in restaurants, schools, and public spaces.

a.      Rob Shaheen, Legislation and Nutrition Chair testified on the points of his testimony were to advise the committee to have an SNA member of MA be part of the commission.  He also cautioned that any finding from the commission should have a reasonable and realistic approach to the makeup of food items and not solely based on the science alone.

b.      Rob will be in contact with the bill sponsors over the next few weeks to get an update on what the next steps are.
